Richard is a management consultant who provides guidance and advice to various organisations in the community.
His interest in local history led to him becoming involved in Gisborne District Council's Navigations Project; Tairāwhiti Museum & Art Gallery, as trustee; and inaugural chair of Te Unga Mai Trust and Te Hā 1769 Sestercentennial Trust.
Richard is of Ngati Porou, Ngati Kahungunu, Ngai Tamanuhiri, Te Arawa, English and Scottish descent. Having recently served as general manager of Ngai Tamanuhiri, one of the iwi groups in Turanganui-a-Kiwa, Richard was a senior public servant for a number of years with involvement in health and safety, employment and local economic development.
From 1986 to 1992, Richard was a councillor for Gisborne City Council then Gisborne District Council.
Richard was selected as a trustee for Eastland Community Trust in 2009, and served as chair for six years until 2016. He is a retired Navy Lieutenant Commander.
